What is a quorum?

The minimum number of owners, or share of the votes, that must be present or represented for a meeting to act. Set by the bylaws, with a floor or ceiling in some states.

In Havn

Havn counts ballots and proxies against the quorum the board set and sends reminders to the owners who have not voted yet.

Voting and meetings

Without a quorum, a meeting can hear reports and adjourn but cannot elect directors or approve anything. Proxies and absentee ballots generally count toward it; the bylaws say which. When a community routinely misses quorum, several states let a reconvened meeting proceed at a lower threshold.

Board meetings have their own quorum, usually a majority of directors, set by the bylaws.
