What is a fine?

A monetary penalty the association charges an owner for breaking a rule, after the notice and hearing the governing documents and state law require.

In Havn

A fine in Havn posts to the owner's ledger only at the step of the ladder where the state allows it, with the hearing recorded.

Violations

Fines must be authorized by the declaration or the statute, follow a published schedule, and come after notice and an opportunity to be heard. Several states cap the amount per violation or per day and limit whether an unpaid fine can become a lien. A fine is charged to the owner's account like any other item.

Fines are a tool of last resort for most boards. A community that fines often usually has a notice problem, not a compliance problem.
