HOA Violation Notice Template

A violation notice does two jobs: it tells the owner exactly what to fix and by when, and it builds the record that a fine or a lien will later rest on. The ones that hold up cite the rule, describe the condition with a date and a photo, give a real deadline, and tell the owner how to respond.

Most enforcement runs on a ladder: a courtesy notice first, then a formal notice of violation, then a hearing, then a fine. This template is the formal notice. For the courtesy step, use the shorter wording in the note below and leave out the hearing language.

Questions Boards Ask

Does an HOA have to send a warning before a fine?

In almost every state, yes: written notice of the violation and an opportunity to be heard. The governing documents often add a courtesy step before the formal notice.

How should the notice be delivered?

By the method the governing documents and the state act require, which is often first class mail to the address on file, sometimes certified. Email counts only where the owner has agreed to it. Keep a record of the sending either way.

What if the owner says the rule does not apply?

That is what the hearing is for. The board hears the owner, decides, and records the decision in the minutes.
